The State of Lorc’h was founded as a separatist state from the Hokorian State after disputes surrounding Sakura I’s Koruship.

After negotiations from Willow I in the Koru’s Office, the nation dropped its claims of Hokoria and began a new path.

Willow I issued ‘Charge Exemption Orders’, an order exclusive to the people involved in the foundation of Lorc’h, which exempts them from being charged and tried for certain crimes under national security law that were committed between between June 1, 2025 and July 3, 2025.

Five individuals are subject to the Charge Exemption Orders:

• Arōnis nan Rūvas (Arōnis I)
• Asa Ward
• Eli Overholtzer
• Niall MacDavid
• Patreyk Waqiy Narjid

The CEOs orders them to cooperate with investigations surrounding the foundation of Lorc’h. It also orders them to follow Hokorian law until 2035. If either of these terms are broken, charges could be brought against them.

This is the first case of an effective pardon for crimes under Hokorian law.
